Since the amended law takes effect in 2027, the tax changes are anticipated from January 2028.

The new regulatory framework introduces comprehensive investor protections previously absent from Japan's crypto landscape. Crypto trading operators will face stricter registration requirements, enhanced governance standards, and mandatory customer-asset segregation. Exchanges must disclose key information about listed tokens, including their functions, supply structures, and underlying technology.
The legislation also establishes Japan's first direct insider-trading regime for cryptocurrency markets. Covered parties—including issuers, exchange employees, and major traders—will be prohibited from trading affected assets before material information becomes public. Violations may carry prison terms up to five years or fines reaching ¥5 million, while unregistered operators could face imprisonment up to 10 years.
